Electric Vehicle Charging Station Policy

The installation of Blink Electric Vehicle (EV) Charging Stations supports the University’s ongoing environmental and sustainability initiatives.

Charging Station Locations

EV charging stations are located in Overflow Lot D, behind Rivier Village. One charging station is designated exclusively for accessible parking and use by vehicles displaying a valid disability parking permit or license plate. Users should refer to the Campus Parking Map for specific locations and parking guidance. Access to and use of the charging stations is facilitated through the Blink Charging App.

Authorized Users

Use of the EV charging stations is available to all students, faculty, staff, and authorized visitors who:

• Own or operate an electric vehicle; and
• Are registered through the Blink Charging App.

Vehicles occupying a designated EV charging space must be actively connected and charging. Vehicles not actively charging while parked in these spaces may be subject to fines and/or being towed. Applicable rules and regulations are posted at each charging station location.

Access Hours

EV charging stations are available 24 hours a day, seven days a week, except during scheduled maintenance, lot closures, or special campus events.

Time Limitations

To promote equitable access to charging stations, users are encouraged to disconnect and relocate their vehicle promptly once charging is complete. Charging sessions are limited to three hours per session. A campus fine may be issued if a vehicle remains in a charging space for over three hours.

Fees and Payment

Charging fees are established and administered by Blink Charging and are subject to change. Fees may be assessed on a per-minute, per-session, or per-kilowatt-hour (kWh) basis, as determined by Blink Charging.

Safety Requirements

Users are expected to comply with all vehicle manufacturers’ and Blink Charging safety instructions. Users must not attempt to repair or tamper with charging equipment. Any hazards, malfunctions, or safety concerns should be reported immediately to Rivier University Public Safety.

The use of unauthorized electrical outlets on campus for vehicle charging is strictly prohibited.

Liability

Rivier University assumes no responsibility for damage to vehicles or personal property resulting from the use of EV charging stations. Users utilize the charging stations at their own risk. Damage to charging stations may result in financial liability, fines, and criminal prosecution.

Violations and Enforcement

Failure to comply with this policy, misuse of charging equipment, or unauthorized use of EV charging spaces may result in fines, towing, suspension of charging privileges, or other disciplinary action as deemed appropriate by the University.

Monitoring and Assessment

Rivier University reserves the right to monitor charging station usage to ensure compliance with this policy and to evaluate future EV infrastructure needs.

Maintenance Responsibility

Blink Charging is responsible for the operation, maintenance, and repair of the EV charging stations. Any hazards, malfunctions, or safety concerns should be reported immediately to Rivier University Public Safety.

Blink Charging App Instructions

To access and use the charging stations, users must download the Blink Charging application and comply with all applicable instructions and requirements.
