The Recycle Bin resides on the Desktop area. After you boot your computer, the screen displays the Desktop area.  This is where the majority of your program icons are located. Look for the Recycle Bin icon. 

Double click on the Recycle Bin icon

A window will open showing how many files, etc. you have in the bin
Click File
Click Empty Recycle Bin
A pop-up screen will ask you if you want to delete these items:

Click Yes

A shorter way is to Right Click on the Icon
Select Empty Recycle Bin

Your Recycle Bin should be cleaned out regularly.
