Open a PPT presentation

Add a New Slide
Select a Blank slide from the AutoLayout option

Insert a Perfect Circle using the Oval button on the Drawing toolbar. 
Activate the Drawing toolbar by clicking the Drawing icon 
Click the Oval button from the drawing toolbar

Hold down the [Ctrl] key
Draw the circle using the left mouse button
Release the mouse
Release the [Ctrl] key

You have a perfect circle

Add as many circles as you want.

To deactivate click the Oval button on the Drawing toolbar.
